Implementation of the Report of the Expert Group on Health Effects of Electromagnetic Fields


Dear Minister,

As you may be aware there is considerable concern amongst the public in relation to the possible health effects of electromagnetic fields (EMF) emanating from overhead electricity power lines. This concern has become more widespread in the last number of months because of EirGrid’s plans to significantly increase the grid over the coming years.


For this reason we wish to establish the up to date position regarding the implementation of the Report of the Expert Group on Health Effects of Electromagnetic Fields, given that your Department has responsibility for the potential health effects of non-ionising radiation, including electromagnetic fields.

Arising from the Report’s recommendations in relation to your Department, can you state the following:

  • What plans are in place to establish a single state agency with responsibility for the health effects of exposure to EMF?
  • What steps have been taken to extend the statutory powers of the Radiological Protection Institute of Ireland, in accordance with the Expert Report’s recommendations?
  • What plans are in place to develop baseline sensitivity data on EMF/ELF in Ireland?
  • Has a national research programme into the health effects of EMF, as recommended by the report, been established?
  •  When will the relevant legislation be published?
  • When will the relevant legislation be introduced in the Oireachtas?
  • If not, when is it envisaged that it will be established and what is the reason for any delay?
  • Has any funding been included in this year’s Government Estimates for such a programme?


I would ask that you give this your urgent attention. In a recent ‘Prime Time’ debate on Tuesday 20th November Mike and Paula Sheridan outlined their serious health concerns related to living under a 400,000 volt overhead transmission line for the last 30 years (http://www.nepp.ie/wordpress/).

At the moment there is no baseline data reference or no responsible agency that they can turn to for help, advice or interpretation of their recent medical findings. This is not an acceptable situation, in a country which plans to roll-out a €3.2Billion upgrade of the electricity grid.
